CA moves ahead to develop an Active Transportation Action Agenda
The Columbia Association (CA) has awarded a contract to Toole Design Group to develop an action agenda to enhance CA’s pathway system. The Active Transportation Action Agenda will establish a new vision for Columbia’s 93.5-mile pathway system, with the goal of creating a more interconnected and comprehensive bicycle and pedestrian circulation system for health, recreational and transportation purposes.
Toole Design Group is a planning and engineering firm that specializes in bicycle and pedestrian planning and design. The firm is nationally recognized for its expertise and has worked on bicycle planning, design and implementation projects throughout the United States. This national experience is complemented by substantial local knowledge and experience in Howard County, Md., and the Baltimore-Washington region. The firm’s body of work also includes national guidelines for bicycle and pedestrian facilities. Toole Design Group is headquartered in Hyattsville, Md., with additional offices in Boston and Seattle. Firm President Jennifer Tolle is also a Columbia resident. The firm is a Maryland Department of Transportation-certified Disadvantaged Business Enterprise. The contract award concludes a competitive and thorough procurement process conducted by CA staff.
Among the desired outcomes of this project are an implementable action agenda that establishes priorities for Columbia bicycling and pedestrian network improvements; identities implementation projects including a pathway signage/wayfinding pilot; creates a series of route maps; recommends partnerships; and identifies responsible parties for implementation projects. A citizens’ task force is being formed to advise CA and the consultant team as the project moves forward. The project is anticipated to be completed by late spring 2012.
